Federal cannabis reform is no longer a matter of if, but when and how. With two thirds of U.S. voters supporting an end to federal prohibition, and states legalizing it at a record pace, this session of Congress is considering multiple proposals which could implement a comprehensive system of federal regulation as early as this year.
Although the proposals vary widely, every proposed bill would grant cannabis regulatory authority to the U.S. Department of the Treasury through it’s agency, the Alcohol and Tobacco Tax and Trade Bureau (TTB), and U.S. Department of Justice Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). When considered together, the bills give some guidance an how businesses can prepare, and succeed when federal cannabis regulation is implemented.
